X counts every link as 23 characters, however long it really is, because it rewrites links when you post. We count the same way, so the number here matches what the composer will show. Hashtags and the “via” handle are counted too — X appends both to the post itself.
Facebook and LinkedIn work differently. Neither accepts pre-written words any more — they only take a URL and read the wording from that page’s own tags. So those buttons appear once you add a link, and they share the page, not your text.
